Status: preflight evidence is closed for moving toward automatic verified-payment handling, but automatic payment/fulfillment authority is still disabled.

Current boundary: public read-only. No buyer fulfillment, no manual fulfillment record write/apply, no allocation claim creation, no VOID transfer, no wallet signing, no treasury movement, no automatic fulfillment activation, and no public mutation.
